Mobage support finally got around to writing me back.  Their suggestions were pretty standard stuff:

First, I'd like you to restart your device. Simply turn the phone completely off, leave it off for 30 seconds, and then turn it back on.

If this doesn't help, I'd like you to try initiating a Force Stop. It generally helps, and won't cause any harm to your device or progress.

Here's quick rundown on how to Force Stop your game:

1. Go to "Settings" 2. Tap on "Applications" 3. Tap on "Manage Applications" 4. Tap on "All" 5. Tap on your game 6. Tap on "Force stop" 7. Re-launch your game

Another method that works if your still having trouble is clearing the app's memory cache: Go to - System settings > Applications > Manage Applications. Then search for the app, press it, and hit clear data.

If the game is still not working correctly, please uninstall and reinstall the app.

And after redoing what I'd already done plus this time removing and re-installing the game client, I'm still getting trapped at the "Downloading..." screen.
